For records in Jira projects that are integrated with VERA, certain actions such as editing and deleting are editing is controlled and will not always be available.
Editing
Jira records will be locked against editing in the following states (at a minimum):

As a general rule, once a Jira record enters the Routing for Approval state, it will become locked against editing unless it is pulled out of the approval process before being fully approved (see Withdrawing Jira records from approval) or rejected (see Withdrawing Jira records that have been rejected). |
