VS-1351Inconsistent display of qTest steps in VERA for test cases imported from Excel

When importing test case steps into qTest from Excel, the qTest user interface seems to display formatted text the same as it was displayed in Excel.  However, when those same tests are routed for approval in VERA, the VERA web portal displays the formatting as escaped HTML.

For example, using double quotes (") in Excel ultimately results in displaying & quot; in VERA, and entering line breaks in Excel ultimately results in displaying{{ <br>}} in VERA.
